LEOMINSTER — Laura B. Palleiro was a year old when her parents came to the United States illegally.
Because schools are barred by law from asking the immigration status of students, she was able to attend Leominster public schools and graduated with honors last year. Now she wants to study to be a nurse, but does not qualify for college financial aid because she is technically an illegal alien.
Ms. Palleiro is placing her hopes for a secure future in this country on a dream — to be more precise, the Development, Relief and Education for Alien Minors Act, which was introduced in both houses of Congress on March 26 and is supported by the president.
The legislation, similar to bills filed repeatedly since 2001, would provide conditional permanent residency to immigrant students who came here as children and later graduated from high school. The residency status would apply while they attend college or serve in the military. After six years, they could apply for citizenship.
Ms. Palleiro said she understands her parents were looking for a better future for her when they brought her to the United States, but under current immigration law it is not financially feasible for her to pursue a college education.
“I get upset and angry sometimes, more at my parents,” she said. “In my senior year, my teachers were talking to me about college. It was more frustrating and confusing than anything else. What am I going to do with my life?”
Because of her immigration status, she cannot get a driver’s license and she fears she will lose the job she started in the hospitality industry a few months ago. She also has no health insurance.
“I looked at community college, but I will have to pay for all the classes myself,” she said. “I want to work as a CNA (certified nursing assistant) and want to be an RN, but I would have to pay for classes little by little. If I pay for them myself, it will take eight years or more, if I even have the money, rather than four.”
Bob Dane, a spokesman for the Washington, D.C.-based Federation for American Immigration Reforn, said FAIR’s position on the DREAM Act is very clear: It is an amnesty plan disguised as an educational initiative.
“Giving higher education to illegals is at the educational expense of Americans,” he said. “It means every time you admit an illegal to college, an American is turned away. It is fundamentally unfair.”
A lot of colleges look the other way and admit illegal immigrants, Mr. Dane said, but the students are responsible for paying all tuition costs and fees at out-of-state rates. The DREAM Act would provide them access to in-state tuition rates, financial aid and a green card.
“We’re not in favor of punishing children for the illegal acts of their parents, but we’re not in favor of rewarding them, either,” Mr. Dane said. “At the end of the day, the parents are rewarded when their children are granted amnesty. It’s yet another benefit that provides more incentive. The only control is denying benefits, jobs and subsidized college tuition.”
Ms. Palleiro said she understands the purpose of immigration laws is to protect the citizens of the United States. “I want a safe nation just like everyone else. This is where I want my children to grow up when I have them.”
But she also wants to have a job and a career to provide for her children, she said.

I was diagnosed with Non-Hodgkin Lymphoma back in January and, as of April, I was told that they found no more signs of cancer, but they gave me 2 more chemo treatments just in case making it 6 in total. Well, because of my cancer, I haven’t been able to work since November. Back when I was diagnosed, they installed a power port into my chest, which basically helps you get the chemo treatment without blowing out the veins in your arms. This device is a tube that is inserted surgically just under the skin and runs a tube straight to my heart. When all this started, my husband had a great job with great medical benefits. Unfortunately, he got laid off about 3 months ago and our health insurance ran out in June. I couldn’t have the port taken out in June while we had insurance because I still needed my last chemo treatment. As we speak, we absolutely have no income. My Dad is paying our rent, but that’s the best he can do and it’s even starting to cause a strain on his funds. He can’t afford the surgery to have this power port removed, but it either needs to be flushed every 6 weeks or be totally removed. We have applied for government assistance, but have been turned down across the board. Evidently, I can’t prove that I’m an American citizen because my birth certificate got lost as we made an emergency move from a 2nd story apartment to a first floor apartment…I was in the hospital the week we moved and alot of things got displaced. A ton of stuff got thrown out or relocated and I can’t find my birth certificate anywhere. I presented the government with my driver’s license, voter’s registration card, social security card, my last pay stub, and utility bills in my name, but that wasn’t enough to prove to them that I’m an American citizen because I didn’t have a birth certificate, military ID, or a passport, even though I was born in the state of Michigan. Therefore, they have denied me any support, including health coverage. My husband, who has been looking non-stop, can’t find any work, but they have been messing him over for unemployment benefits because they needed a document from his job stating he had become unemployed. We have jumped thru hoops trying to get this paperwork. My Dad is applying for a new copy of my birth certificate in Michigan, but that’s going to take 6-8 weeks. My husband has contacted his former employer to get the lay-off notice and we finally received it, but now our state government (Arizona) has shut down almost all government offices because they are going thru a budget crisis and the damn politicians can’t agree on a new state budget! So even with all the paperwork, we can’t even present it to them! At this point, once again, we have absolutely NO income! We are living off our tax return and milking it for every penny. It’s running out! I have to get this port taken out of my chest because I can’t afford to get it flushed and it could cause an infection leading straight to my heart! My family is tapped out…we’re tapped out…does anyone know of any institutions or someone who will donate to help me get this removed? Technically, I no longer have cancer, so the American Cancer Society won’t be able to help. Please, I need some financial help and don’t know where to get it. This could be a life-threatening situation. Any suggestions would be greatly appreciated.
Open Question: Do you think doctors are overpaid?
This is a very common subject among those with no idea just how much time, effort, and money put into their career. I’m 14 and would like to be an obgyn thus I kind of know some stuff about the feild of medicine.
Doctors have to pay all this insurance stuff and to my understanding is very expensive. On top of that they’ve got to pay rent/mortage, groceries and all of lifes necessities just like everyone else. Also I just have to say don’t look at that stuff on greys anatomy and other medical dramas because not all of that is true.
For those that watch greys anatomy have you ever noticed that on the rare ocassion they are home they are extremely tired and they aren’t living in these mansion as many people think. All kindds of doctors doctors are clichéd all the time and stereotyped all the time.
Do you even have any idea how much money they are spending to consequentley benefit you the patient? Yes, they care a whole lot more than they should for people who don’t give a flyin kite about their lives or well being. Schools expensive people! Student loans don’t pay for themselves ya know.
With student loans in mind think about the things I mentioned before (their own insurance, housing, cars…. Just think about the things you pay for they pay for too)
Wow! Some of you guys are really imature… One person is saying I’m not 14 ftw? I know how old I am! And then they say that 14 year olds don’t know about student loans. I’m not fu.ckin stupid!!! And I’m not basing my facts on greys anatomy… Their are people in my family who work in the feild of medicine.
